What are the most common causes of pedestrian crashes?
According to the 2024 Vision Zero Annual Report for Philadelphia, the most common crash types among severe pedestrian crashes include:
- Hit Pedestrian (38%) - This is the most frequent type of severe crash that can occur from behind the pedestrian or head on.
- Angle Crashes (30%) – These types of collisions generally happen at intersections when vehicles are taking a turn. If the car driver does not see or yield to a pedestrian traveling along the same angle, it is likely that the car and pedestrian collide. Often involving turning vehicles and posing a higher risk to vulnerable road users.
Who are vulnerable road users (VRUs)?
Vulnerable road users include people who are walking, biking, or rolling (using devices like wheelchairs). They are at higher risk for severe injuries or fatalities in traffic incidents.
Since the pandemic, PennDOT crash data reflects that vulnerable road users have experienced the largest increase in traffic fatalities. For example, pedestrian fatalities significantly contributed to the rise in overall traffic deaths in Philadelphia in 2023. (graph below).

- People Walking and Rolling: Fatalities increased from 34 to 56 fatalities.
